DOE Achieves “A” Grade from the Small Business Administration

The Office of Small and Disadvantaged Business Utilization (OSDBU) at the U.S. Department of Energy (DOE) is pleased to report that DOE has earned an “A” grade on its Fiscal Year (FY) 2022 Small Business Procurement Scorecard from the U.S. Small Business Administration (SBA).  The Department has achieved seven “A” grades from the SBA since 2015.  In FY 2022, the DOE awarded a total of $10.7B to small businesses through prime and subcontracting opportunities, an increase of a billion dollars from the previous year.  DOE achieved 21.26% in prime small business contracting, exceeding its goal of 13.08%; in subcontracting, the Department achieved 49.70%, exceeding its goal of 49%.  

With the Department’s ongoing initiatives to advance equity in procurement and expand opportunities for underserved communities, DOE continues to make progress in socio-economic achievement.  DOE awarded  over $2.8B to small disadvantaged businesses, including minority-owned firms, in prime and subcontracting awards.  

In subcontracting achievement, DOE exceeded three of its four socio-economic goals for the SBA-graded categories: Women-Owned Small Business (WOSB) (5%), Small Disadvantaged Business (SDB) (5%), and HUBZone Small Business (3%).  Additionally, the Department awarded approximately $100M in subcontracts to Service-Disabled Veteran-Owned Small Business (SDVOSB), though fell short of the SBA-assigned goal (3%).  DOE continues to improve its prime socio-economic achievement, though the DOE did not meet the SBA-assigned prime socio-economic goals in the WOSB, SDVOSB, and HUBZone categories.  
  
The annual Small Business Procurement Scorecard measures how well each Federal agency meets their small business and socio-economic prime contracting and subcontracting goals.  This helps the SBA ensure the sum total of the goals set for each agency meets the 23% target for the Federal Government as well as the socio-economic goals established by statute.

DOE is proud to partner with and support small businesses in the clean energy transition.  Through the Bipartisan Infrastructure Law and the Inflation Reduction Act, DOE is developing innovative solutions with small businesses to help power a clean energy economy.   Thanks to all small businesses working with the Department as well as DOE stakeholders helping to maximize the utilization of small businesses to support DOE’s mission.
